on entitlement spending. (I can see how one could look at "holding the
line on spending" as referring to discretionary spending only.0 N.B., I also use "holding the line" on spending loosely in the sense of keeping spending's upward trajectory at a flatter angle than revenue's similar upward trajectory. I surmise we're not saying too much different here, just finding different ways to say it. |
